In order to recruit a pirate, you need a [Shiny Soul Stone]×1, the rare item which an independent mercenary sends to you, [Torn Pirate Flag]×2 and [Davy Jone‘s Heart]×1. You can start a pirate recruiting quest from Mary Read near the Ghost Ship of Caribbean area.
